The environmental movement is rising to become a global government.  Lee, a TV journalist, has investigated the movement's charismatic leader and decides that the only solution is assassination.  She contacts Zander, a scientist and friend from her past whose work is being thwarted by the Enviros.  He questions the real source of the Enviros' power and sends her plans spinning.
